James City Service Authority

Buyer seeks professional engineering services for the replacement of approximately 3,200 feet of sanitary sewer pipes along Church Lane, School Lane and Chesapeake Avenue in James City County, Virginia. The project includes design, permitting, and bidding phases. The work will be partially funded using EPA Community Grants. Buyer will utilize a Qualifications Based Selection process to select a firm with proven management skills and technical competence.

• 4/4/2025 - Deadline for Questions
• 4/22/2025 - Proposal Due Date
• 5/13/2025 - Oral Presentations (if needed)

• Must be registered in Commonwealth of Virginia
• Experience with wastewater infrastructure projects of similar design
• Experience with EPA funding requirements
• Compliance with Davis Bacon, Build America Buy America Act

• Complete land survey work for design and permit applications
• Perform geotechnical investigations including soil borings and rock cores
• Conduct environmental assessments and delineate RPA/wetlands as required
• Determine required permits and prepare necessary applications
• Develop project phasing plan to maintain utility service
• Prepare design drawings with 30%, 70%, and 100% submittals
• Create technical specifications utilizing HRPDC Regional Construction Standards
• Provide opinion of probable cost with each design submittal
• Deliver bidding phase services including pre-bid meeting
• Coordinate with utility owners for underground utility marking
