Buyer seeks a qualified consultant to develop an Active Shooter Emergency Action Plan following Department of Homeland Security guidelines. The plan will integrate both prevention and response strategies for potential violent attacks targeting county workforce and facilities. The consultant will work with an internal planning team to develop emergency protocols. The final plan must utilize trauma-informed approaches and support accessibility needs. This project is funded by a State Homeland Security Project grant.

- Develop evacuation routes and rally points for all facilities
- Create emergency notification system and communication management procedures
- Plan for accounting for personnel after an event
- Develop short and long-term incident recovery procedures
- Create training roadmap for organizational knowledge and skill development
