Summer Youth Employment Program

Buyer seeks professional services to implement Delaware's Summer Youth Employment Program. The program provides meaningful work experiences for youth ages 14-20 during summer months or year-round, offering opportunities to learn positive work behaviors, gain skills, and earn wages. Providers will recruit participants, ensure eligibility, manage worksites, and support youth with at least 70% of participants from households below 200% of Lower Living Standard Income Level.

• Must have State of Delaware license, be a non-profit, or public entity
• Have any certifications necessary to perform services

• Recruit and determine eligibility of youth participants before enrollment
• Conduct participant orientation covering workplace behaviors and policies
• Complete case management in Delaware JobLink system
• Place youth at appropriate worksites aligned with their interests
• Employ work leaders to supervise youth (1 per 20 participants)
• Ensure all worksites comply with Delaware's Child Labor Law
• Pay participants at Delaware minimum wage ($15.00 in 2025)
• Design meaningful work experiences that benefit the community
• Manage program that runs at least six weeks between June-August
• Collect and maintain all required participant eligibility documentation
