Buyer seeks a qualified contractor to update their Comprehensive Emergency Operations Plan. The update must incorporate best practices and Emergency Management Accreditation Program standards. The contractor will develop multiple hazard-specific and functional annexes, facilitate stakeholder meetings, and provide training to staff. The project includes addressing whole community considerations, access and functional needs, and EOC operations.

• 4/17/2025 - Last day to submit questions
• 4/21/2025 - Proposal Due Date
• 8/1/2025 - Draft EOP due
• 9/30/2025 - Project completion deadline

• Experience with public sector clients of similar size and complexity
• Documented knowledge of Federal, State and Local emergency agencies
• Experience with state and federal programs and funding sources

• Update the CHCCS Emergency Operations Plan incorporating EMAP standards
• Facilitate stakeholder meetings with public, private, and community groups
• Develop hazard-specific annexes including terrorism, active assailant, and cyber incidents
• Create functional annexes for reunification, recovery, and mass casualty response
• Hold regular project update meetings with management group
• Address Whole Community and Racial Equity/Social Justice considerations
• Integrate Access and Functional Needs considerations throughout plan
• Develop EOC activation levels and resource request coordination processes
• Create job action checklists for EOC positions
• Provide training to staff on the new Emergency Operations Plan
