Buyer is seeking proposals from qualified firms to provide financial examination and audit services for all accounts and records. The contract period is two years with options to renew for three additional one-year periods. Services include examining financial statements, preparing audit reports in compliance with government standards, and presenting findings to the Board of Commissioners.

• Must be a Certified Public Accountant entity licensed in the United States
• Must meet independence standards of AICPA's Code of Professional Ethics
• Must be licensed by Virginia Board of Accountancy or meet substantial equivalency requirements

• Perform financial examination and audit of all NRHA accounts and records
• Conduct audit in accordance with generally accepted auditing standards
• Review financial statements and provide opinion required by OMB Circular A-133
• Prepare report on compliance and internal control over financial reporting
• Report to HUD's Real Estate Assessment Center on NRHA's audited Financial Data Schedule
• Complete U.S. Census Data Collection Form in online and hard copy formats
• Attend entrance interview and conduct interim progress meetings
• Conduct exit conference before issuance of audit report
• Present audit findings to Board of Commissioners and Finance Committee
• Submit twenty copies of final audit report and management letter
