• At least five years of experience in market analysis and business attraction
• Experience providing similar services to municipalities
• Project manager with minimum two years of experience
• Understanding of Cottonwood's market and similar retail markets

• Conduct comprehensive market analysis for retail, restaurant, and entertainment sectors
• Define and analyze the market's trade area
• Identify market gaps within the trade area
• Assess competition in surrounding cities and neighboring areas
• Analyze cities with similar demographics for best practices
• Evaluate current retail and commercial property inventories
• Identify barriers to market entry for potential businesses
• Identify at least 30 retail prospects for the area
• Determine priority business categories for recruitment or expansion
• Represent the City at relevant trade conferences
