The buyer seeks financial monitoring services for its workforce programs. The contractor will review accounting systems, conduct audits, and provide written reports with findings. The contractor must have experience with public funds and federal workforce dollars. Services include on-site reviews, risk assessments, and technical assistance.

• 4/17/2025 - Proposal Due Date

• At least one principal must be a licensed CPA in Texas
• Firm must have current firm license registered with Texas State Board of Public Accountancy
• Experience with federal workforce dollars and public funds
• Knowledge of federal Uniform Administrative Requirements and Texas Uniform Grant Management Standards

• Review accounting systems, disbursements, payroll, procurement, and cost allocation
• Provide written reports with findings and recommendations
• Conduct financial audits for public and nonprofit organizations
• Attend on-site and virtual meetings with H-GAC staff
• Evaluate complex financial documentation
• Conduct entrance and exit conferences with contractors
• Provide technical assistance to address identified deficiencies
• Maintain backup files for each review
• Provide annual training for subrecipients on monitoring process
• Develop risk assessments and monitoring plans
