Organizational Operation System/Playbook Services

Buyer seeks proposals for guidance and plan implementation of a sustainable operations system and playbook for IDD services. The successful proposer will develop a detailed Operating System Playbook, provide leadership training, and offer hands-on consultation. Buyer requires experience with community centers, behavioral health clinics, and healthcare entities. The completed playbook must be delivered by December 31, 2025.

• 4/1/2025 - Question Submission Deadline
• 4/15/2025 - Proposal Due Date
• 6/1/2025 - Contract Start Date

• Experience with community centers, certified community behavioral health clinics, government units, healthcare entities
• Extensive experience in developing operational systems
• Ability to coordinate and facilitate planning process
• Experience engaging diverse internal and external stakeholders

• Develop detailed Operating System Playbook to fulfill goals in Attachment A
• Provide leadership training and development programs
• Offer hands-on consultation throughout playbook development
• Collaborate with GCC Leadership and key stakeholders
• Deliver completed, finalized Operating System Playbook by December 31, 2025
