Buyer seeks a qualified contractor to conduct an early-stage outcome evaluation of the EmPower Massachusetts Program. The evaluation will assess 142 awarded projects across four funding cycles to understand lessons learned from both Innovation & Capacity Building and Implementation grants. Findings will improve program success, inform state energy and environmental justice policy, and further knowledge on effective efforts in environmental justice communities. Buyer requires a contractor with experience in mixed-methods evaluation and a demonstrated commitment to diversity, equity, and inclusion principles.

• Mixed-methods evaluation experience with energy or community development programs
• Ability to identify relevant metrics across diverse project types
