Buyer seeks qualified engineering firms to conduct a study on converting the REO Town Cogeneration Plant from combined cycle cogeneration to combined cycle for power generation only. The study will assess up to three conversion options and recommend solutions with the highest power plant efficiency and lowest net present cost based on lifecycle analysis. Buyer requires detailed engineering evaluations including heat balance diagrams, general arrangements, electrical diagrams, cost estimates, and constructability assessments. The plant currently has a nameplate generation capacity of 120 MW and produces steam export which would be eliminated in the conversion.
