Buyer seeks a qualified Construction Manager at Risk to provide preconstruction and construction services for Terminal 3 North Concourse 2 Processor Improvements. The project aims to modify passenger check-in processes, improve baggage handling systems, and expand security screening capacity. The selected CMAR will work with the designer and buyer staff to ensure efficient design approach. The project includes multiple components that may be delivered through multiple design and construction packages.

• 4/28/2025 - Firms Notified for Interview
• 5/9/2025 - Interviews

• Hold appropriate Arizona contractor licenses
• Demonstrate experience with CMAR or similar construction projects
• Have qualified key personnel with comparable project experience
• Provide bonding statement from Surety Company (A- or better)

• Modify passenger check-in processes
• Improve baggage handling system operations
• Provide additional security screening checkpoint capacity
• Create remote check-in/baggage operation from Terminal 3
• Transform Terminal 3 Check-In Lobby
• Reconfigure explosive detection system space
• Relocate and expand outbound baggage handling system
• Add outbound baggage make-up carousels
• Modify inbound baggage handling system
• Transition baggage handling system controls to Ethernet Protocol
• Add new passenger security screening checkpoint lanes
• Manage construction in an active airport environment
• Coordinate with TSA for baggage system approvals
• Develop phasing plan to minimize operational disruptions
• Manage multiple design and construction packages
• Integrate technology specialties into project delivery
• Coordinate with federal, state, and local authorities
• Prepare cost estimates for all design phases
• Perform value engineering to optimize project budget
• Implement subcontractor selection plan
