Monmouth County Park System

Buyer seeks qualified companies to provide appraisal services for various land preservation projects over a 24-month period. Successful firms will be added to a prequalification list and solicited for proposals on an as-needed basis. Services include preparing detailed property appraisals following Uniform Standards of Professional Appraisal Practice for potential acquisitions.

• 4/10/2025 - Proposal Due Date
• 5/1/2025 - Contract Start Date
• 4/30/2027 - Contract End Date

• Significant experience providing appraisal services to New Jersey counties/public entities
• Experience with NJ Eminent Domain Act and providing expert testimony
• Must satisfy USPAP Competency Rule for appraisal assignments
• Must be a State Certified General Real Estate Appraiser

• Prepare Self-Contained Appraisal Reports following USPAP standards
• Provide property valuation using Cost, Sales Comparison, and Income approaches
• Analyze highest and best use of vacant and improved properties
• Notify property owners before inspection via certified mail
• Verify transactions and financing for comparable sales
• Document land characteristics including wetlands and environmental constraints
• Analyze partial takings using Before and After valuation method
• Include replacement value calculations for all structures
• Provide detailed photographs of subject property and comparable sales
• Complete appraisal services within 30 days of property inspection
