Buyer is seeking qualified firms to create a comprehensive master plan for the entire city. The plan will provide a 20-year vision with time-horizon oriented goals for planning improvement strategies and resource allocation. Buyer is located in Eastern Oklahoma along Interstate 40 and provides a full range of utility services. The comprehensive plan should address economic development, housing, transportation, land use, infrastructure, parks, and community facilities.

• 4/10/2025 - Proposal Due Date

• Experience developing comprehensive master plans for municipalities
• Experience working with municipalities offering full utility services
• Capability to meet time schedules and budget requirements
• Technical and environmental qualifications
• Experience working with Oklahoma Department of Commerce

• Analyze existing conditions to create future Goals and Objectives
• Conduct economic development analysis with emphasis on industrial growth
• Develop housing, transportation, and land use/zoning recommendations
• Evaluate infrastructure needs and future requirements
• Create plans for parks, recreation, and the Sallisaw Municipal Airport
• Facilitate community engagement to gather public input
• Develop implementation strategies and action plans
• Create capital improvement plans based on findings
• Produce both digital and printed comprehensive master plan documents
• Present the completed 20-year vision plan to stakeholders
