Buyer seeks a contractor to provide marketing and advertising services for the Missouri State Fair. The contractor will develop and implement a comprehensive marketing campaign to increase fair attendance. Services include advertising creation, media placement, digital marketing, promotional activities, and website maintenance. The contractor must provide monthly reporting on progress and expenditures throughout the contract period.

• Must operate as a full-service advertising agency for past 3 years
• Must have consumer-targeted account with $350,000 annual media billings within previous 2 years
• State contract should not represent more than 30% of contractor's total annual billings
• Must operate an office within geographic boundaries of Missouri

• Develop a comprehensive strategic marketing/advertising plan with specific goals and objectives
• Create and implement a complete media campaign including TV, radio, digital, and print
• Design consistent promotional/collateral materials with consistent brand image
• Develop and manage outdoor advertising including billboards, pump toppers, and bus advertising
• Provide website redesign, updates, and ongoing maintenance
• Conduct on-site research during the Missouri State Fair
• Establish editorial calendar with plans for leveraging media buys
• Develop creative promotional activities to increase fair attendance
• Create and produce brochures, posters, flyers, souvenir programs, and daily guides
• Submit detailed monthly progress reports, meeting summaries, and expenditure reports
