The buyer seeks a contractor to enhance and continue development of the DC Business Enterprise Portal. The portal will provide a streamlined platform for customers to apply for, manage, and renew Tier 1, 2, and 3 Basic Business Licenses. It will enable DLCP staff to efficiently review and approve applications. The project includes developing user-friendly interfaces, implementing real-time fee calculations, integrating with existing systems, and providing staff training and post-launch support.

- Create integrated digital portal for BBL application, review, approval, and renewal
- Develop user-friendly interface for new and renewal BBL applications
- Implement real-time fee calculation feature
- Integrate portal with existing Accela backend system
- Develop administrative interface for DLCP staff
- Conduct data migration from DC Business Center to new portal
- Provide training for DLCP staff on new system
- Deliver post-launch support and maintenance for one year
