Buyer seeks to procure IT, AI, and machine learning programmatic support services for the Department of Defense Office of the Chief Digital & Artificial Intelligence Officer. Buyer requires a contractor to accelerate the delivery of AI-enabled capabilities, scale the department-wide impact of AI, and synchronize DoD AI activities to expand Joint Force advantages. The contract includes program management, infrastructure architecture, data engineering, policy support, and digital talent management services. This is a set-aside for 8(a) Small Businesses with performance in the National Capital Region.

• Track and manage OCDAO Mission Initiatives including project plans and budgets
• Provide expertise on agile software development during planning and execution
• Establish computer infrastructure for AI projects across DoD
• Evaluate operational risks of migration strategies via engineering analysis
• Design data products for structured and unstructured documents at massive scale
• Develop DoD data, analytics, and AI governance documents
• Provide technical guidance on AI Ethics and Responsible AI
• Create competency models for data, analytics, and AI workforce
• Support high-profile AI experimentation and exercises across DoD
• Implement and manage the DoD responsible artificial intelligence program
