• Minimum five years strategic planning experience
• Experience in urban/regional planning and urban design
• Knowledge of state and federal laws related to comprehensive planning

• Review existing plans and studies
• Conduct community engagement and public workshops
• Analyze population, economic, and market trends
• Prepare capital facilities analysis
• Develop implementation strategies and recommendations
• Create final comprehensive plan document and maps
• Present plan for approval to Planning Board, City Council, and state agencies
