Behavioral Health Services Oversight and Accountability Commission

The buyer seeks to award a contract to one statewide organization to conduct advocacy, training, and outreach for K-12 students on behavioral health needs. The contractor will create a statewide youth behavioral health coalition with regional advocacy teams. They will conduct local and state level advocacy, host an annual conference, and provide training to improve students' behavioral health knowledge and self-advocacy skills. The goal is to increase youth voice in behavioral health services and policies.

• Be an established 501(c)(3) non-profit statewide organization in operation for 2 years
• Have experience coordinating statewide advocacy activities and conferences for K-12 student mental health
• Have experience connecting with state legislators, county boards, and decision-makers
• Have experience working with or advocating for student mental and behavioral health needs
• Be registered to do business in California

• Create and lead a statewide youth behavioral health coalition with regional advocacy teams
• Establish 8 regional youth advocacy teams to support local and statewide advocacy
• Conduct local and state level advocacy activities on K-12 student behavioral health needs
• Host annual statewide youth advocacy conference
• Provide training and education to improve K-12 students' behavioral health knowledge
• Educate students on Behavioral Health Services Act impact and gather feedback
• Engage K-12 students in county integrated behavioral health planning processes
• Collaborate with counties to monitor effectiveness of youth stakeholder engagement
• Produce quarterly progress reports and annual reports on advocacy efforts
• Develop strategy for sustaining statewide youth-led behavioral health advocacy coalition
