City of Quincy

The buyer is seeking a contractor to update all real property assessments for Fiscal Years 2026, 2027 and 2028. The project involves analyzing sales data, creating valuation models, and conducting field reviews. The contractor must use the city's existing Appraisal Vision system and meet Department of Revenue certification requirements. The project includes interim updates for FY2026 and FY2027, with a full update for FY2028.

• 10/30/2025 - FY2026 Interim Project completion
• 10/30/2026 - FY2027 Interim Project completion
• 10/7/2027 - FY2028 Update Project completion

• Demonstrate ability to work with Appraisal Vision system
• Guarantee certification by Massachusetts Department of Revenue for valuation dates
• Have at least 10 full-time employees
• Have experience with at least 15 successful revaluations in Massachusetts
• Have staff with mass appraisal experience

• Update all real property values for Fiscal Years 2026, 2027 and 2028
• Analyze recent land sales and create sales database
• Create and analyze income and expense file
• Run sales ratio studies according to DOR specifications
• Create new cost/market land and building model tables
• Recalculate new values using new model tables
• Assist with DOR Interim adjustment form
• Conduct field review of value estimates for 50% of real property parcels
• Provide expert witnesses for appeals of valuations if requested
• Meet Department of Revenue certification requirements
