- Be a public or private organization in the State of Maine
- Propose to serve schools where at least 40% of students are eligible for free/reduced lunch
- Develop proposal in partnership with another agency
- Obtain written assurance from school organization to contribute 35% of annual transportation costs
- Provide opportunities for academic enrichment for students attending low-performing schools
- Offer additional services like youth development, service learning, and drug/violence prevention
- Provide family engagement opportunities in children's education
- Implement before school, after school, weekend, holiday, and summer vacation programming
- Link program to local School Administrative Unit's Consolidated Plan
- Align program with Maine Learning Results
- Conduct outreach to area non-public schools regarding participation
- Employ a Program Director to work 30-40 hours per week year-round
- Employ Site Coordinators for each program site
- Develop and implement a sustainability plan
