• Must have been in business under current name for at least 5 years
• Project Manager must have at least 5 years of experience in similar projects
• Project Manager must have been with respondent for at least 2 years

• Review existing utilities infrastructure and operations
• Conduct field surveys and GIS mapping of utility facilities
• Develop forecasting model for water, wastewater, and reclaimed demand
• Assess impact of growth on existing utility infrastructure
• Develop prioritized list of capital improvement projects
• Provide recommendations for security and SCADA upgrades
• Conduct stakeholder meetings and gather feedback
• Prepare comprehensive Utility Master Plan report
