• Develop organizational mission, goals, and performance objectives
• Identify and evaluate financial and cost allocation models
• Obtain legal, management, and financial guidance
• Conduct process to build consensus on preferred MPO structure
• Prepare draft MOU for preferred Membership Apportionment Plan
• Develop MPO documents for adoption like core planning documents
• Review existing MPO organizational structures and staffing
• Facilitate selection of preferred regional MPO structure
• Assist with development of uniform internal controls and personnel policies
