The buyer is seeking proposals from qualified consultants to perform a review of their Platte and Colorado Simulation Model (PACSM) software platform. The selected consultant will provide a full system assessment, recommendations for improvements, and a report of all findings. The work includes reviewing the core PACSM software, evaluating alternate methodologies, and assessing potential for incorporating parameter optimization methods. The consultant will deliver a final written report with findings and recommendations.

• Must have experience with software development on Windows Desktop PCs using Fortran, C#, C++, and VBA

• Review core PACSM software and underlying technology
• Evaluate PACSM code and identify potential hurdles for continued use
• Review alternate methodologies for potential incorporation into existing framework
• Review potential for incorporating parameter optimization methods
• Provide recommendations for improvements to existing framework
• Deliver final written report with findings and recommendations
