The buyer seeks a highly qualified Subrecipient to manage and operate Workforce Development Programs across 14 counties in North Central Texas. The selected provider will be responsible for all services and programs at WSNCT Workforce Centers, including Youth services. The provider must operate within Texas Workforce Commission guidelines and fulfill the goals, responsibilities, and obligations associated with workforce development in the region. The Child Care Services Program at the Denton Workforce Center is excluded from this procurement.

• Substantial experience in workforce development program management and operations

• Manage and operate WSNCT Workforce Centers across 14 counties
• Provide Youth services at Workforce Centers
• Implement Workforce Development Programs
• Operate within Texas Workforce Commission (TWC) cost guidelines
• Coordinate services across multiple counties and workforce centers
• Develop and maintain partnerships with local businesses and organizations
• Implement job training and placement programs
• Provide career counseling and support services
• Manage workforce data and reporting systems
• Ensure compliance with federal and state workforce regulations
