Buyer seeks a Certified Public Accounting firm to audit its financial statements for fiscal year 2025. The audit includes the Department as a whole and several component units. Buyer requires audits in accordance with GAAS and Government Auditing Standards. The contract has a one-year term with four optional one-year renewals.

• 2/21/2025 - Deadline for submission of questions
• 2/28/2025 - Post questions and answers
• 3/10/2025 - Proposal Due Date
• 4/14/2025 - Presentations/Negotiations
• 4/20/2025 - Expected Award of Contract

• Be an appropriately licensed CPA firm qualified to practice in Texas
• Have related experience with large-size state government or transportation-related agencies
• Be in good financial standing and current on taxes
• Retain work papers for minimum of 5 years

• Audit financial statements for fiscal year ending August 31, 2025
• Perform agreed-upon procedures as outlined in Attachment F
• Comply with Generally Accepted Auditing Standards and Government Auditing Standards
• Provide opinion on fair presentation of financial statements
• Report on internal controls and compliance with laws and regulations
• Communicate significant deficiencies and material weaknesses to management
• Cooperate with State Auditor's Office on group audit procedures
• Complete audit and reports by deadline set by Comptroller of Public Accounts
• Maintain work papers for minimum of 5 years
• Attend key meetings such as entrance/exit conferences and status meetings
