• Must have been in business providing DEI consulting services for at least 5 years
• No contract termination for default in last 5 years
• No stop work order for poor performance in last 5 years
• Provide client references for similar projects in last 5 years

• Assess baseline DEI performance in four strategic areas
• Develop multi-year DEI work plan
• Identify metrics and KPIs to track DEI progress
• Support rate design work with DEI considerations
• Provide guidance on best practices for DEI in rate design
• Review and provide guidance on community engagement strategy
• Facilitate internal and external meetings on DEI topics
