Buyer seeks a qualified contractor to provide a comprehensive Citation Processing and Permit Management System. The system should integrate citation and permit processing with License Plate Recognition technology. Buyer aims to improve customer experience, increase efficiency, and maintain parking rule compliance through innovative technology implementation. The contract will be for a fixed 3-year term with two optional 1-year extensions.

• 1/26/2025 - Last day for questions
• 2/7/2025 - Responses to questions published
• 2/28/2025 - Proposal Due Date
• 4/14/2025 - Contract transition begins

• Provide reference list with minimum of three current clients using service for at least one year
• At least two references must be municipalities, preferably in Southern California

• Provide citation and permit processing software integrated with LPR
• Transition to virtual plate-based permit system
• Implement customer service call center for citation and permit support
• Process payments and manage delinquent collections
• Provide online customer portal for citation and permit management
• Generate reports and conduct data analysis
• Integrate with DMV and Franchise Tax Board systems
• Manage citation adjudication process
• Provide training and technical support to city staff
• Maintain data security and confidentiality
