• Be a Local Education Agency, state charter school, licensed childcare program, tribal early childhood program, or Head Start program
• Be in good standing with respective regulatory authority
• Seek funding to create new, renew existing, or expand PreK program

• Provide high-quality PreK services to 3- and 4-year-old children
• Implement PreK program according to NM PreK Standards
• Offer full-day, full-day plus, or half-day PreK options
• Provide family engagement and education hours
• Maintain required adult-to-child ratios and group sizes
• Submit monthly invoices for reimbursement
• Participate in program monitoring and evaluation
• Ensure pay parity for PreK teachers and assistants
• Collaborate with other early childhood programs
• Serve children in priority school district areas
