The buyer seeks transit planning assistance for various projects over the next five years. The buyer requires services including short and mid-term planning, Intelligent Transportation Systems planning, capital project planning, scheduling, survey work, compliance planning, service costing, and paratransit planning. The buyer intends to enter into a non-exclusive contract for up to five years with the selected firm or individual.

• Provide short and mid-term planning for near and midterm projects
• Develop Intelligent Transportation Systems planning including AVL, microtransit, and GTFS data
• Create capital project planning for transit facilities, vehicles, and other assets
• Conduct scheduling and run-cutting for existing and future services
• Perform survey work and analysis such as on-board surveys and origin-destination analysis
• Develop compliance planning for Title VI, Safety Management System, and NTD reporting
• Create service costing and modeling including funding options and financial projections
• Develop paratransit/demand-response planning strategies meeting ADA mandates
• Assist with procurement consulting to ensure compliance with rules and regulations
• Provide grant application development for potential discretionary grant opportunities
