Buyer seeks to broaden industry partnership for UAS ISR services. Buyer requires COCO services for land-based and sea-based operations to support DoD, OGA, and combat operations. Services include providing trained personnel, UAS equipment, maintenance, and 24/7 operational support. Buyer aims to onboard additional qualified vendors to compete for future ISR COCO Services.

• Technology Readiness Level (TRL) 8 per DOD Deskbook 5000.2
• Operational range of at least 75 nautical miles
• 10 hours Time-on-Station at maximum range
• Multi-intelligence capability with FMV and EW or WAMS sensors
• NIIRS Level 8.4 or above for EO and 7.2 or above for IR
• Runway Independent
• Meet NDAA2023 Section 817 requirements for country of origin

• Provide COCO ISR services for land-based and sea-based operations
• Deliver reliable Sensor Data using non-developmental UAS equipment
• Operate UAS 24/7 in normal and surge conditions
• Manage pre-deployment, deployment, and post-deployment support
• Ensure compliance with export control and overseas movement requirements
• Operate UAS in GPS-contested environments and adverse weather conditions
• Obtain Authorization to Operate (ATO) from NAVAIR Function Authorization Official
• Meet NDAA2023 Section 817 requirements for UAS country of origin
• Submit data package for Category 3 Interim Flight Clearance
• Provide training and field support for UAS operations and maintenance
