San Diego County Water Authority

The buyer is seeking professional services to support preparation of its 2025 Urban Water Management Plan. The selected contractor will provide technical writing services, including reviewing and editing draft sections and appendices, and preparing tables and figures. The contractor will also review the plan for compliance with state requirements. The plan must be submitted to the California Department of Water Resources by July 1, 2026.

• 1/9/2025 - Pre-proposal meeting
• 1/10/2025 - Questions due
• 1/22/2025 - Proposal Due Date
• 10/1/2025 - Complete initial draft
• 12/1/2025 - Complete Member Agency Draft
• 3/1/2026 - Hold public hearing
• 5/1/2026 - Submit adopted Plan to DWR

• Review and edit draft sections and subsections of the 2025 Plan
• Coordinate with Water Authority staff to ensure compliance with Water Code requirements
• Compile, edit and proofread sections to produce a professional quality document
• Prepare responses to comments received during review periods
• Identify updates needed to ensure compliance with state requirements
• Complete DWR's 2025 Plan checklist and standardized tables
• Attend periodic workshops and meetings with Water Authority staff
• Provide written progress reports monthly or bi-weekly
• Assist with design, tables, figures, layout, and presentation of the 2025 Plan
• Maintain consistent writing style and adherence to Water Authority's style guide
