Buyer is seeking a qualified firm to design, finance, develop/construct, and operate the newly built Clinton E. Phipps Race Track on St. Thomas, US Virgin Islands. The selected promoter will be responsible for marketing, event management, sponsorship acquisition, and overall operations of the racetrack. Buyer intends to enter into a long-term development and lease agreement with the successful respondent. The project aims to create a world-class racetrack that will generate jobs and contribute to the Territory's economic growth.

• Develop comprehensive event plan for horse racing events
• Create and implement marketing strategy to maximize event visibility
• Secure sponsorships to enhance financial viability
• Manage ticket sales, hospitality services, and VIP areas
• Install and operate parimutuel betting system
• Oversee all on-site operations on race days
• Provide necessary personnel and equipment for race day operations
• Coordinate with stakeholders including horse owners, jockeys, and sponsors
• Manage and promote video lottery terminal gaming room
• Build out internal structures and provide furnishings for the facility
