Combined Utility System of Easley

The buyer is seeking competitive sealed proposals for professional consulting services for Disaster Recovery and FEMA Public Assistance. The buyer intends to enter into a pre-event contract with no immediate cost. The contractor shall provide all materials and services necessary for disaster recovery operations and FEMA Public Assistance preparation. The goal is to expedite financial recovery and mitigation to minimize impacts from future disasters.

• Provide guidance on recovering reimbursement for critical infrastructure repair/replacement
• Collaborate on project formulation including damage assessments and project worksheet preparation
• Attend meetings with FEMA, state and insurance representatives
• Assist with management of FEMA-administered and other Federal or State grants
• Develop processes for obtaining and analyzing field documentation
• Assist in preparation of accurate PA emergency and permanent work project estimates
• Coordinate with engineering efforts for repair/construction of damaged facilities
• Ensure compliance with laws, regulations and guidelines for disaster recovery processes
• Assist in review of Utility personnel policies to ensure compliance for eligible cost reimbursement
• Develop processes for ensuring compliance related to contract monitoring and close-out
