The buyer is seeking proposals for consulting services related to disaster recovery and FEMA Public Assistance. The selected consultant will support the buyer's disaster recovery operations and FEMA Public Assistance preparation. Services include financial recovery, mitigation, reporting, and other consulting associated with disaster damages. The consultant must have experience in disaster recovery programs and knowledge of FEMA Public Assistance and Hazard Mitigation Programs.

- Provide guidance on recovering reimbursement for critical infrastructure repair/replacement
- Collaborate on project formulation including damage assessments and project worksheet preparation
- Attend meetings with FEMA, state and insurance representatives
- Assist with management of FEMA-administered and other federal/state grants
- Develop processes for obtaining and analyzing field documentation
- Assist in preparation of accurate PA emergency and permanent work project estimates
- Coordinate with engineering/design efforts for damaged facilities and infrastructure repair
- Ensure compliance with laws, regulations and guidelines to maximize reimbursement
- Assist with financial reimbursement and reporting processes required by FEMA/state
- Provide expertise in identifying and developing hazard mitigation programs
