The buyer seeks to assist state, local, and territorial governments in managing and reducing systemic cyber risk. The program aims to improve cybersecurity capabilities, establish governance structures, and implement security protections. • The Governor-designated SLCGP SAA is the only entity eligible to submit SLCGP applications to DHS/FEMA

• Develop and establish appropriate governance structures
• Implement or revise Cybersecurity Plans
• Assess current cybersecurity posture and areas for improvement
• Implement security protections commensurate with risk
• Ensure personnel are appropriately trained in cybersecurity
• Establish a Cybersecurity Planning Committee
• Develop a state-wide Cybersecurity Plan
• Use SLCGP funds to implement or revise state-wide Cybersecurity Plan
• Submit applications addressing at least one program objective
• Manage and reduce systemic cyber risk for state, local, and territorial governments
