Buyer seeks a contractor to provide an interactive, online Learning Management System for Critical Infrastructure Protection compliance training. The system will educate buyer's employees and vendors on required objectives in CIP-004 R2.1. The contractor will host the training solution, allow for student data management, and provide reporting capabilities. The system must be accessible 24/7 and accommodate over 1,000 users.

• 11/7/2024 - Release of RFQ
• 11/12/2024 - Submission of written questions
• 11/13/2024 - DWR response to questions
• 11/27/2024 - Proposal Due Date

• Valid business license or tax certificate in California
• Three references for services within last five years
• Three years of online Critical Infrastructure Protection training services
• One reference from Utility or Government Entity with 100+ employees

• Provide NERC-compliant CIP interactive online training solution
• Host training on Contractor's Learning Management System
• Allow DWR to upload student data and track training enrollments/completions
• Provide individual log-on for over 1,000 personnel
• Update training content according to current NERC CIP standards
• Ensure sufficient capacity for annual refresher training in October
• Allow DWR to run reports and extract data as necessary
• Generate certificates of completion for each student
• Maintain permanent records of students and training sessions
• Provide tracking system for CIP Compliance status and student data
