Strategic Outreach and Communication Services for QUEST Maui Program

Buyer seeks a vendor to provide strategic outreach and communication services for the QUEST Dislocated Worker Grant program. The project aims to inform eligible participants about workforce services, focusing on those impacted by the COVID-19 pandemic. The vendor will develop and execute comprehensive outreach campaigns using various media channels. Services include creative development, media production, and distribution across Maui County.

• Thorough understanding of the Workforce Innovation and Opportunity Act of 2014
• 5 or more years experience in developing and conducting workforce development outreach
• Successful outreach experience reaching targeted populations
• Capacity to carry out outreach activities on Maui, Moloka'i, and Lana'i

• Develop comprehensive outreach and recruitment activities using mixed media
• Provide media production and distribution services including creative development
• Create digital marketing strategy and content for social media
• Conduct community outreach activities on Maui, Moloka'i, and Lana'i
• Refer at least 100 participants to the Maui American Job Center
• Meet monthly with County and QUEST staff to evaluate outreach activities
• Submit monthly narrative and fiscal reports
