• Have minimum of three similar projects within last three years
• No outstanding complaints with Better Business Bureau or Department of Consumer Affairs
• Have administrative and fiscal capability to provide and manage proposed services

• Manage and operate West Covina Sportsplex, including scheduling sports tournaments and activities
• Maintain facilities, including buildings, fields, and utility systems
• Provide staffing for all activities to ensure safety and orderly conduct
• Implement marketing program to promote sports play and events
• Operate food concessions and restaurants in compliance with regulations
• Solicit sponsorships and manage naming rights for facilities
• Develop and implement emergency action plan
• Provide preferential access for West Covina leagues and teams
• Make facilities available for annual city events
• Maintain irrigation system and landscaping
