The buyer is seeking professional services for comprehensive disaster recovery management following Hurricane Helene. The consultant will assist in strategically managing project development and administration of federal and state disaster programs. Services include grant application development, damage assessment, FEMA assistance, hazard mitigation planning, and financial management support. The buyer requires an experienced consultant to work closely with city staff on all aspects of disaster recovery efforts.

• 7+ years experience with Public Assistance Grant Program
• 7+ years experience with FEMA 404 and 406 Mitigation Programs
• 7+ years experience identifying and securing other grant opportunities
• Experience working with local governments in North Carolina
• Proven track record solving disagreements during project formulation

• Develop process for grant applications and project management
• Attend meetings with officials to address eligibility issues
• Provide expertise on federal and state disaster relief regulations
• Assist in assessing damage to public infrastructure
• Evaluate and formulate FEMA PA Project Worksheets
• Develop hazard mitigation proposals under Sections 406 and 404
• Prepare first and second appeals
• Perform PW closeouts
• Identify and develop opportunities for hazard mitigation projects
• Assist in identifying other grant opportunities for recovery and resilience
