Borough of Selinsgrove

The buyer seeks a consultant to develop a Multi-Modal Walkability/Trail Connectivity Strategic Plan. The plan will examine options to improve trails and multimodal connectivity throughout the Borough. It will identify existing gaps, prioritize improvements, and establish budgets for planning and funding purposes. The consultant will conduct public participation, analyze data, and provide recommendations for implementation.

• Experience developing and implementing public participation techniques
• Prior experience conducting studies of this project type
• Experience recommending policies for public recreation and park services
• Experience in setting goals, analyzing problems, and providing implementation strategies

• Conduct stakeholder meetings and community visionary workshops
• Review potential availability of Borough roads for trails/sidewalks
• Prepare opportunities and constraints map
• Identify and link vital community assets via walkable paths
• Suggest trail signage to designate community pathways
• Review relevant previous planning documents
• Conduct detailed field reviews of proposed areas
• Assess and compile analysis of natural resources
• Identify key funding sources and grant opportunities
• Prepare final color rendering concept plan
