Physical Risk Assessment

Southwest Florida Water Management District

The buyer seeks an independent security consulting firm to perform a physical security risk assessment of its facilities and critical water control infrastructure. The assessment will identify security threats, analyze vulnerabilities, and provide recommendations for improvements. The consultant will conduct site evaluations, staff interviews, and deliver a comprehensive report with prioritized implementation strategies and cost estimates.

• Five years experience performing security assessments for government entities
• Be independent and non-product affiliated
• Present sufficient resources to carry out the project
• Demonstrated experience conducting work comparable to the Scope of Work

• Perform security threat assessment of identified locations
• Review District incident reports related to criminal activities
• Conduct physical evaluation of all sites during operating hours
• Interview 15-20 staff members
• Evaluate areas surrounding buildings including ingress/egress and physical controls
• Review District's physical security training and mass notification capabilities
• Provide recommendations for technical and physical security measures
• Develop tiered implementation strategies based on risk levels
• Deliver security risk assessment report with cost estimates
• Present findings and recommendations to management
