The buyer is seeking a consultant to provide a comprehensive Utility Rate Study for their water and wastewater systems. The study will include a review of current fixed assets, costs, charges, and projected capital investments. The consultant will develop a five-year financial forecast and three-year rate recommendations. The study will serve as a foundational compilation for the newly formed regional utility combining Columbia and Suwannee County systems.

• Performed minimum of three similar comprehensive water and wastewater Utility Rate Studies in last five years
• At least one study with newly formed Utility from multiple government entities
• Completed two comprehensive water wastewater Cost of Service and Rate Design studies for Florida municipalities
• Florida municipalities studies with fixed assets over $200 million

• Compile and review system information from Columbia and Suwannee County
• Prepare forecast of customer and usage requirements
• Develop five-year financial forecast and revenue requirements analysis
• Perform cost-of-service analysis to allocate costs among customer classes
• Evaluate current capacity fees and develop cost-based analysis
• Develop wholesale rate for Town of Fort White
• Compile and evaluate utility service fees
• Develop initial NFWUA Water and Wastewater Rate Document
• Present rate study results in three draft report editions
• Attend public hearing for rate adoption
