The buyer is seeking a professional organization to conduct a rate study for Home and Community Based Services waiver programs. The study will analyze and recommend reimbursement rates for services provided to individuals with intellectual and developmental disabilities. The contractor will develop rate models, provide guidance on value-based rates, research best practices, collect provider cost data, and facilitate stakeholder engagement. The study will cover four waiver programs and include fiscal impact analysis.

• Conduct independent rate study for HCBS waiver programs
• Analyze and recommend reimbursement rates for services
• Develop rate models for each waiver program and service category
• Provide guidance on incorporating value-based rates
• Research best practices and conduct literature reviews
• Collect provider cost data and propose data collection methodology
• Develop fiscal impact analysis report
• Facilitate stakeholder meetings and present results
• Update fee schedules and individual budget allotments
• Respond to public comments on study findings
