The shelter will operate 24/7 year-round, providing low-barrier, trauma-informed services. The operator will develop individualized exit plans for guests, connect them to resources, and collaborate with other service providers. The buyer aims to increase behavioral health stability, housing stability, and individual resilience among shelter guests.

- Must have demonstrated capability in providing proposed services
- Operate 42-bed men's shelter 24/7 year-round
- Develop individualized exit plans to stable housing for guests
- Provide case management and connect guests to on-site/community services
- Operate intake process and manage guest roster/bed assignments
- Collaborate with other service providers and City staff
- Maintain shelter cleanliness and safety
- Collect and report required data on shelter operations and outcomes
- Participate in community engagement activities
- Provide transportation services as needed
- Implement culturally competent and trauma-informed practices
