The buyer is seeking proposals for Digital Navigation Services to support its Mobile Technology Hub Van Program. The program aims to close the digital divide for residents by providing access to technology, digital skills training, and assistance with online services. Digital Navigators will staff two Mobile Technology Hub Vans to serve an estimated 2,000 to 3,000 residents annually in Riverside County Supervisorial District 5. Services include providing Wi-Fi access, digital literacy training, IT support, and helping residents connect with online public services.

• Licensed to do business in California
• One year experience providing Digital Navigator or similar services
• Experience providing technology-related or critical community services
• Ability to recruit and train qualified Digital Navigators

• Facilitate access to affordable Internet, devices, and software
• Provide one-on-one digital navigation and skills assistance
• Conduct outreach and advertise digital navigation services
• Deploy Digital Navigators via Mobile Tech Hub Vans
• Offer scheduled and drop-in technology assistance sessions
• Collaborate with local stakeholders to identify areas of need
• Monitor and evaluate program effectiveness
• Track and report on key performance indicators
• Collect feedback from individuals served
• Manage resident data securely and confidentially
