The buyer seeks qualified firms to provide Code Enforcement services focused on addressing housing habitability issues and non-permitted Accessory Dwelling Units (ADUs) within City limits. The initiative is funded by the American Rescue Plan Act (ARPA). The selected firm will work closely with the City's Code Enforcement Division to investigate and resolve code violations. The goal is to enhance housing safety, encourage lawful development practices, and improve housing quality for residents.

- Meet minimum qualifications of City of Bakersfield Code Enforcement Officer II
- Desired certifications include ICC, PC 832, and CCEO designation
- Knowledge of 2022 California Building Codes and 1997 Uniform Housing Code
- Pass a live scan or provide documentation of passing within last 12 months
- Provide two Code Enforcement Officers meeting minimum qualifications
- Investigate zoning, building, nuisance, and property maintenance code violations
- Conduct thorough documentation of case details and enter into City's system
- Prepare and issue enforcement documents like Warning Letters and Notices of Violation
- Track cases investigated, violations identified, and enforcement action outcomes
- Propose strategies to streamline enforcement process and minimize costs
- Coordinate with City's Code Enforcement Division for efficient case management
- Focus on non-permitted Accessory Dwelling Units (ADUs) and related violations
- Attend weekly meetings with Code Enforcement Division and other meetings as requested
- Provide regular progress reports to ensure transparency and accountability
