• Be a registered 501(c)(3) non-profit or equivalent tax-exempt organization
• Have minimum five years' experience working with disadvantaged youth
• Demonstrate history of successful program delivery and measurable outcomes
• Be located in and serve disadvantaged communities within identified ARPA Qualified Census Tracts
• Have detailed plan for capital improvement project with clear goals and timeline
