Buyer seeks a Finance Manager to oversee financial and cost accounting management services for the Sites Reservoir Project. The position will be part of the senior leadership team and responsible for financial planning, budgeting, and reporting. The buyer intends to award a contract to a well-qualified independent contractor or firm with extensive experience in public water agency finance. The project is a proposed 1.5 million acre-foot off-stream reservoir located in California.

• Bachelor's degree in accounting, business, public administration or related field
• Eight years of increasingly responsible experience in professional accounting and financial management
• Three years of significant administrative and managerial experience in public water agency or large program implementation

• Oversee financial planning, cost accounting, and financial reporting
• Manage cash position and ensure compliance with financial regulations
• Develop funding strategies and manage relationships with investors/lenders
• Implement financial systems and maintain effective internal controls
• Lead project controls and program management service providers
• Prepare financial reports for board and stakeholders
• Develop and implement financial policies and procedures
• Monitor project expenditures and implement cost control measures
• Manage procurement process and oversee contract management
• Contribute to strategic planning and long-term financial sustainability
