Buyer seeks a qualified consultant to develop a five-year Strategic Plan for Jackson Hole Fire/EMS. The plan will evaluate the current system status, provide recommendations for service improvements, and assist with future development. The process should be community-driven with wide partner participation. The consultant will work closely with volunteers, career members, administration, and community partners to identify the department's current state and create an actionable guide for the next five years.

• Review department's mission statement, vision, and values
• Conduct SWOT analysis and identify service gaps
• Compare JHFEMS to similar-sized departments in regional resort communities
• Gather community feedback through various engagement techniques
• Establish realistic strategic initiatives with short-term and long-term goals
• Develop Standards of Cover based on community desires and national standards
• Assess current and future station locations
• Identify performance measures to track and evaluate
• Provide fiscal roadmap for operational and capital planning
• Present findings and final Strategic Plan to leadership and officials
