Buyer seeks a qualified consultant to perform an Organizational Development/Behavior Diagnostic Assessment and develop an implementation framework for multi-year transformational change. The consultant will assess the city's culture, employee experience, leadership needs, readiness for change, strategic alignment, and service delivery quality. The project aims to provide a diagnostic roadmap for city leadership to enhance effectiveness, efficiency, and service delivery to citizens. The engagement is anticipated to be multi-year, requiring expertise in managing complex change initiatives and organizational development.

• Three years' experience guiding local government organizations through organizational assessment process
• Proven track record in managing large-scale change and organizational development initiatives
• Certification in recognized change management and organizational behavior methodologies
• Minimum ten years of experience in senior change management roles
• Strong communication, stakeholder engagement, and conflict resolution skills
• Experience developing recommendations right-sized to organizational needs and capacity
• Demonstrated understanding of working with unions and charter cities

• Design and implement organizational diagnostic strategy and assessment
• Conduct qualitative assessment of organization's culture and employee experience
• Establish Vision & Mission Statement for Mayor and Council
• Analyze functional department areas and city's ability to be high-performing
• Evaluate performance management structures and staffing needs
• Guide leadership in use of diagnostic tools and materials
• Provide plan for engaging City of Compton citizens and residents
• Develop implementation change framework and timeline
• Recommend in-depth operations and org design assessment
• Conduct assessments of teams to gauge readiness for change
